Let's start with all the amazing parts. I love the the eyes are curved so that it shows that the face isn't flat. I love how part of the hair is shaded where the umbrella casts the shadow. Some people forget that. The sparkles where the raindrops are are priceless! The snail on the leaf is really cute, and I think the rainbow in the background is a really nice touch!
Hmm... what can I say to make it better? I actually truly, 100% have no idea, and I'm not lying when I say that this is actually perfect!

There's a dreamy air to it, what with the light shading around the borders and the soft, background. I really like the way you did the skies and trees, and how the flowers stand out from that because of the colour difference. I think there could have been a little more detail added to the flowers though, just to make it that much better
The girl looks very innocent and her expression matches that, along with her attire. The anatomy for her left arm looks a little bit off though...it stuck out and caught my eye when I was looking at this picture.
But overall, a very good job. The shading and colours all look great
